A cover letter for N-400 Application for Naturalization is not required. It is optional but having a cover letter is easier for the USCIS officer to have a general idea about your case. It will also serve as a good document checklist for you before you finally submit your N-400 application. For your reference, here’s a sample cover letter for N-400 application. This is what my cover letter looked like when I submitted my N-400 application. I also arranged my documents in the same order that they were listed below. Also, remember to make and keep copies of everything you send to USCIS.
